Bolger, USN, graduated from the U.S. Naval Academy and served in the Atlantic Fleet during World War I. During World War II, he commanded the fleet carrier USS Intrepid (CV-11), earning two Navy Crosses for his service. Post-war, he became the commissioning commanding officer of the USS Midway (CVB-41). He retired in 1953 with the rank of Vice Admiral and died in 1985.
