He played the violin so beautifully that his audiences were moved to tears ~yet with one stroke of his pen he doomed thousands. Heydrich excelled at fencing and in the decathalon ~yet all his life his voice sounded like that of an adolescent. At the peak of his career this most coldly evil of the Nazis held almost unlimited power over life and death throughout Germany and the occupied countries. Having joined the Nazi Party almost accidentally, the cashiered naval officer's rise in the heirarchy was meteoric. At 27 he became head of the SD; at 32 he was head of the Gestapo. In 1941 Hitler made him governor of Czechoslovakia,and Heydrich turned that restive Protectorate into a smoothly functioning arms factory for the Reich. That was one of the reasons the Czech government~in~exile decided to have him assassinated. In May 1942 two agents from London who had parachuted into the outskirts of Prague managed to wound Heydrich mortally by throwing a bomb at his car. Jerusalem is a sacred city for three of the world's greatest religions ~ Islam, Judaism and Christianity ~ and as such it presents the serious problem of how the various religions' shrines are to be protected. At the same time, lying on the Israeli~Jordanian border, it is geographically destined to be caught up in the ongoing Arab~Israeli struggle. The Jerusalem Question; by Eugene Bovis, who for many years was a Foreign Service Officer in the Middle East, addresses just these questions. Bevis points out that there are two basic problems in Jerusalem~control of the city and control of the religious shrines. Until the fall of the Ottoman Empire in World War I, Jerusalem had been controlled by Islam for 700 years, and so political control was not a serious question. After 1917, however, the Jerusalem question became deeply immeshed in the ongoing struggle for the control of Palestine. Countless schemes for governing the city ~ internationalizing it, setting up a condominium of Jordan and Israel, and establishing a borough system, to name the major categories~have been suggested, but the problem remains as intractable as ever. Protection of religious shrines is probably an even more critical problem, since it affects beliefs held by hundreds of millions of people who have never set foot in the Middle East. In fact, during the 700 years of Ottoman political control of Jerusalem, the Western nations vied with each other for the right to be protector of the Christian shrines. Innumerable plans proposed during the past half century to protect the shrines and parcel out political control of the city are traced in detail by the author. The book concludes with a presentation of a half dozen possible options that could be taken today. H. Eugene Bovis has been a Foreign Service Officer since 1952, serving in Lebanon, Israel, and Egypt, as well as Washington D.C. He received a Ph.D. from American University, Washington, D.C., and has traveled widely in Europe and the Middle East.

Detailed studies of European diplomacy during the crucial month of July, notably those of Luigi Albertini in 1942 and of Fritz Fischer in 1961, have stated that most of the responsibility for war was Germany's; those books have been very controversial in Germany where advocates of the Fischer thesis are accused of a "national masochism." Imanuel Geiss is a young German scholar, representative of a growing body of opinion among younger intellectuals there, who feels that Germany must face the accusation of precipitating war in 1914. In 1963 and 1964, Dr. Geiss published a two~volume collection (in German) of documents relating to the outbreak of the war, and for July 1914 he has compressed the larger work into more manageable compass. With the publication of July 1914 the documents that led to the thesis of German guilt were made available to a wide public in Germany and, in this edition, to English~speaking readers as well. July 1914 contains nearly two hundred documents, as well as extensive and pointed commentary on them by Dr. Geiss. The documents range from military position papers and ambassadors' confidential reports to the pathetic appeals for mediation which Tsar Nicholas II showered on his cousin Kaiser Wilhelm II~appeals which the Kaiser rejected out of hand. Acting on his ministers' advice, Wilhelm rejected mediation proposals from Italy, France and Great Britain as well. Only when he saw Serbia's conciliatory response to the Austrian demands for satisfaction, on July 28 when it was too late, did he realize that Germany had forced the issue unreasonably; in a letter to Jagow, his foreign minister, the Kaiser admitted that "every basis for war falls away." Whether or not it was justifiable, Dr. Geiss points out that war was a central facet of German policy in 1914. Her goal was to break through to the status of greatest continental power, preferably by forcing the Allies to back down but if necessary by precipitating war ~ and winning. Germany hoped the conflict would be a continental war, with her own forces and Austria~Hungary's pitted against a divided Russia. But the Germans gambled on Russia's pledges from Britain and France. As Dr. Geiss summarizes the crisis: "By giving Austria a free hand and urging her to make war against Serbia as soon as possible, the German government in fact created the crisis of July 1914. Berlin was well aware that Russia would be forced to intervene, making world war inevitable." Beyond her anxieties about Great Power status, and running throughout the crisis, was German concern over ideology: the nationalist self~assertion implicit in Serbia's defiance of the Hapsburg Empire. Like the Austrian, the German Empire was multi~national, and the threat of nationalist self~expression by any of the small peoples of Europe was anathema. It was her arrogance, coupled with her anxieties, that led Germany in 1914 as in 1939 to precipitate a conflict in which both she and the other belligerents could only lose. The documents of July 1914 form a fascinating record of a world falling into war.
