With selected bibliography, appendixes of Treaties, analytical index & index of cases. "The resurgence of sweeping optimism in the interpretation of international relations after the World Wars has been replaced by a skeptical, sometimes almost cynical state of mind. This state of mind has shown itself prone to discount the efficacy of law in interstate relations, and to rely instead on maintaining a continued advantage in the competitive race for armaments as a deterrent against potential aggresion. The foremost problem in the minds of men who are aware of the existence of some kind of international community, however, remains: how can international peace be protected?
