Proclamation on the manner in which the Spanish Constitution of 1812 was to be distributed and celebrated by all the inhabitants of the Spanish Empire. This was the first constitution for Spain, establishing universal male suffrage, freedom of the press, constitutional monarchy, national sovereignty, and supporting land reform. The constitution was considered very liberal for its time. It was to be celebrated by gathering the constituents of each town for a public reading of the constitution followed by ringing of bells, light displays, and gun salutes.
