This report presents a framework for understanding the implicationsof global demographic trends for international and U.S. national se-curity.One of its goals is to spark discussion between demographersand national security analysts. The document should be of interestto security analysts, demographers, foreign policymakers, and gen-eralaudiences interested in the implications of demographic trendsfor international security policy.This research was jointly sponsored by the Population Matters pro-jectin RAND's Labor and Population Program and by the RAND Ar-royoCenter. A principal goal of Population Matters is to inform bothpublic and specialist audiences about the findings of demographicresearch and their implications for policy. The Population Mattersproject is funded by grants from the William and Flora HewlettFoundation, the Rockefeller Foundation, and the David and LucilePackard Foundation. The Arroyo Center is a federally fundedresearch and development center sponsored by the United StatesArmy.
