There is a stalemate until an Earth ship visiting a remote colony finds it infected with a strange contagious mass psychosis, evidently of Quarn origin. The ship's captain, Lije Sanjen, wants to quarantine both the colony and the ship, but is overruled through the machinations of his ambitious second-in-command. On their return to Earth Sanjen is disgraced, dismissed from the service, and given an ambassadorial posting on the planet Veden, a world of predominantly Indian populace and custom. Nevertheless, Sanjen is proved right, and the psychosis begins its inexorable spread on Earth. The Empire seems doomed. Meanwhile on Veden a new spiritual movement is burgeoning, led by an enigmatic guru known as the Master.
