He was born on September 3, 1906, in Washington, D.C. Powell received his bachelor's degree from Occidental College in 1928 and his master's degree in library science from the University of California, Berkeley, in 1930. Powell worked as a librarian for several institutions, including the Library of Congress, UCLA, and the University of Arizona, where he served as the university librarian from 1959 to 1973. He was also a prolific writer, publishing over 100 books, articles, and reviews on a variety of topics, including librarianship, the American Southwest, and book collecting. Powell was known for his advocacy of intellectual freedom and his support of libraries as centers of learning and cultural exchange. He was a founding member of the Arizona Historical Society and served as president of the American Library Association in 1964-65.
