Stephen Fox, author of The Mirror Makers and John Muir and His Legacy, spent five years in research and writing, relying mainly on manuscript collections, congressional hearings, and interviews, measuring familiar myths against newly found evidence. The result is a fresh and challenging reinterpretation of our criminal history. Arching over all is, of course, the history of the Mafia in America: how the major families came into existence; who killed whom in the struggle for power; who rose, who fell, and why and how. The famous names are all accounted for~ Luciano, Costello, Lansky, Capone, and Genovese, for example. But there are also wonderful little~known details, along with major surprises. O'Hare Airport in Chicago was named for the war~hero son of a gangster who turned state's evidence against Al Capone. Bill Veeck's purchase of the Cleveland Indians was bankrolled by syndicate money. Sherman Billingsley of Stork Club fame was one of four brothers from Oklahoma who were particularly vicious bootleggers. In the 1930s, both the Ford Motor Company and the Hollywood film industry were nearly taken over by the mob. Thomas Dewey, the most celebrated racketbuster of the 1930s, knowingly convicted Lucky Luciano on a contrived charge of compulsory prostitution, sending him home to jail and exile for the rest of his life. Sidney Hillman, Franklin D. Roosevelt's favorite labor adviser, paid a regular weekly stipend to a top gangster for performing assaults, winning strikes, and perhaps committing murder. Estes Kefauver, scourge of the underworld and chairman of a congressional investigating committee, gambled heavily himself, and he abruptly resigned his chairmanship after a hometown supporter was arrested as a numbers gambling boss. The mob assassinated President John F. Kennedy~ and, by underworld convention, had good, double~crossed reasons for killing him. Fox begins his story with Prohibition, imposed by WASP reformers and law enforcers who worried about the drinking habits of non~WASP Americans. These ethnic patterns went on for four decades after Prohibition, as racketeers and racketbusters engaged each other. As with liquor, reformers tried to outlaw boxing, horse racing, the bookie telegraph service, and loan sharking. In each case, the reformers only delivered the less lawful enterprise to the welcoming underworld. Over the last two decades, the mob's traditional arrangements have been transformed from both sides of the law. Both gangsters and gangbusters are now more ethnically diverse, and the old configuration ofWASPs and non~WASPs fencing across the line no longer exists. In the disorganized, drug~drenched world of contemporary organized crime, the old rules of safe conduct are also off. The new gangsters~outlaw motorcycle gangs, Latins and Asians among others~will kill anyone, even cops and prosecutors, for any reason. No one is safe now. Though the underworld has lost some of its former power in labor unions and urban political machines, it is now more frightening~ meaner and more reckless ~ than ever. Fortunately, in another break from tradition, the feds are also tougher, better equipped, and more relentless. The landmark federal RICO law was passed in 1970 but not muc.
