Anna ("Nyuta") Moskalewa-Richter (1892-1963) was Richter's mother. Dagmar von Reinecke was Tamara Moskalewa (1898-1984), Richter's "Aunt Meri", the sister of Richter's mother. Although the book is on the Boydell & Brewer website, listed at $39.95, if you try to purchase a copy, you are told it is "out of stock". I doubt anyone knows if it will become available again from the publisher. As a used book, it is uncommon. ISBN 978-0-907689-93-5.
