Dr. Randall Caroline Forsberg (July 23, 1943 - October 19, 2007) led a lifetime of research and advocacy on ways to reduce the risk of war, minimize the burden of military spending, and promote democratic institutions. Her career started at the Stockholm International Peace Research Institute in 1968. In 1974 she moved to Cambridge, Massachusetts to found the Institute for Defense and Disarmament Studies (IDDS) as well as to launch the national Nuclear Weapons Freeze Campaign. Forsberg's strong leadership in the nuclear freeze movement is thought to be very influential in the writing of foreign policy during the Reagan administration and is even credited with catalyzing the negotiation of the INF treaty between President Reagan and Mikhail Gorbachev. Ambassador Jonathan Dean had been an Advisor to the Global Security Institute since its inception. After decades of successful pubic service in the Department of State, Ambassador Dean shared his skills by helping many civil society organizations devoted to peace, security, nuclear non-proliferation and disarmament. William Driscoll was a well-regarded writer. Gregory Webb was an editor of a noted Arms Control periodical. This primer provides an overview of the technical background needed to understand today's nonproliferation issues. It describes all the existing types of weapons of mass destruction and examines the threats they pose and their implications for regional and international security. The authors identify countries that have, or may have, programs to develop such weapons, describe the technology needed to continue such programs, and examine the extent to which these programs violate existing international agreements. They also outline existing unilateral and multilateral measures designed to curb proliferation and discuss new measures that could strengthen current nonproliferation efforts.
