Twenty years ago then Prime Minister of India Rajiv Gandhi presented an Action Plan at the Third Special Session on Disarmament of the United Nations. The Plan proposed a three stage schedule spread over 22 years to not only bring about universal elimination of nuclear weapons but also enable the creation of a secure and non violent world order. Unfortunately it proved to be an idea ahead of its time steeped as the world still was in Cold War realpolitik. Today retired deterrence practitioners military men policy makers and analysts worldwide are revisiting the concept of nuclear disarmament. An issue that had virtually disappeared from the strategic and intellectual radar over the last decade or so is being revived through government and non governmental initiatives. Meanwhile new nuclear dangers have added to the knottiness of long existing problems of horizontal and vertical proliferation. The articles contained in this volume encapsulate the current debate on why and how to move towards a world free of nuclear weapons. Presented at an international conference held in New Delhi the papers by leading experts from around the world question existing paradigms and explore new security architectures. None can set a date when the world might be rid of nuclear weapons but it can come about quickly if mindsets change. Ideas have the power to snowball into a force capable of bringing about a profound change and every revolution in history has taken its leaders by surprise. What is needed is the presence of a critical mass of decision makers and opinion shapers willing to think afresh. This book reflects one such attempt towards the goal of a nuclear weapons free world. 166 pp.

It also initiated the country's journey towards credible nuclear deterrence. Over the last decade India has taken many steps down this path with varying degrees of speed levels of transparency and measures of success. Nuclear policy making is traditionally shrouded in secrecy. But for credible deterrence the mystery must be balanced with some transparency. Surprise in military capability and tactics is a virtue of conventional warfare but credible nuclear deterrence demands a demonstration of capability the resolve to use it and the communication of both capability and resolve. This book provides pointers on how India's nuclear strategy in the prevailing security environment should put together the building blocks of credible deterrence in order to minimise if not remove the chance of nuclear use. It assesses contemporary nuclear thinking doctrines and capabilities of nuclear weapon states examines the command and control structures of Pakistan China and India to offer recommendations discusses how to make India's arsenal survivable debates the relevance of ballistic missile defence highlights the overlap between India's nuclear energy and strategic programmes studies the complex challenge of conventional war in the presence of nuclear weapons and explains why and how India should pursue universal nuclear disarmament. For the range scope and depth of issues covered the book is essential reading for all those interested in ensuring that India remains secure from a nuclear strike. 396 pp.

Hardcover. Condition: New. Dust Jacket Condition: New. 1st Edition. Air Commodore Jasjit Singh was one of India's foremost strategic analysts. The only constant for him in over three decades of research, analyses and writing was the centrality of national interest. Indeed, the man never let the nation down, whether as an air warrior or a strategist - ever ready to voice his views irrespective of how the wind was blowing - and always remaining practical in approach. Ever an optimist, he believed that India would inevitably rise to power by the sheer size of its economy and human resource potential. A greater concern for him, however, was the need to sensitize his compatriots to the national security challenges that would arise as the country rose, and to equip them with the capability to optimally address these. He did so through his writings and talks. This book is a modest compilation of his select writings on two specific issues - nuclear strategy and Pakistan - since he considered these as critical amongst India's many security challenges. Of course, the range of Jasjit Singh's writings and the expanse of his knowledge is immense and beyond capture in one book. But, this is a small effort in the direction of spreading his message/ideas to the current and future generation of scholars and policy makers. Hopefully, it will encourage students of national security to look for more of his writings beyond the few that we have been able to carry in this volume.
