There is also a great deal of debate concerning the magnitude of the competitive threat that the Soviet fleet poses to Western shipowners. This study is the first to examine systematically the economic foundations of Soviet shipping policy. It describes the increase in the merchant fleet of the USSR since the early 1950's and assesses the extent to which the heavy commitment of resources to this program has been worthwhile from the standpoint of economic efficiency. This is a study that offers the reader a great deal of material on Soviet shipping that has not previously been available in English. Despite the economic focus of the study, its usefulness is not likely to be limited to students of the economy of the USSR; it will also appeal to members of the American shipping community and students of Soviet foreign relations."
