The Council of Protectors seems to believe that they can teach the three of us to behave as natives of Belsar Four, and to speak at least one of the languages, and I see no reason to doubt them. They do not know, you see, whether the persons or events responsible for the attack on the Unity's base were also responsible for the attack on the scouting party that checked it out. Belsar is a dangerous planet. Banditry is commonplace; there are also savage wild animals. What they need most is simply someone who can survive long enough to gather the information the Council needs. And they do not even know what that is. We are not even sure that the natives of Belsar were responsible. It is possible that there is someone on Belsar who should not be there. That is the function of the Council of Protectors is to prevent the exploitation of unevolved worlds . And when it came to survival qualities, there seemed to be none of the civilized worlds as qualified as the three who had survived the terrible Hunt of the Red Moon: Dane, Rianna, and the monstrous Aartak.
