This book is about the interrelation of strategic military power and Soviet foreign policy in the years since the advent of intercontinental nuclear-tippped missiles made strategic weapons seem too destructive to employ militarily,yet also too dangerous to ignore in international political calculations. The authors analyze the major forces and events that have shaped the Soviet leadership's attitudes toward the political use of nuclear strategic power. This is a study of the interrelation of Soviet strategic military power and foreign policy. Discussed are: (1) the concern of Soviet leaders, after Stalin's death, with political potentialities, as well as dangers, of nuclear weapons; (2) the Soviet attempt to deceive the West by politically exploiting strategic weapons; (3) the differences between the military-political actions Soviet leaders threatened to take and the actions they really could take; and (4) alternative Soviet military policies with their strategic consequences. The conclusion of the report considers the role of strategic power in relation to other factors in forming future Soviet foreign policy. Arnold Horelick is a specialist on Russian foreign policy and international security and co-directs the Endowment's Project on Rethinking U.S.-Russian Relations. He previously served as vice president of the Russian and Eurasian Program. Before joining the Endowment, he was a resident consultant at RAND and professor of political science at the University of California at Los Angeles. From 1984 to 1994, Mr. Horelick was a RAND senior corporate fellow, and holder of RAND's first corporate chair. From 1983 to 1989, he was the founding director of the RAND/UCLA Center for Soviet Studies. Prior to joining the UCLA faculty, Mr. Horelick was a visiting professor of political science at Columbia University, the City University of New York, the California Institute of Technology, and Cornell University. From 1977 to 1980, he served as national intelligence officer for the Soviet Union and Eastern Europe and was awarded the Distinguished Intelligence Medal upon leaving government service. Mr. Horelick is a member of the Council on Foreign Relations, the International Institute of Strategic Studies, and the Pacific Council on International Policy. He serves on the editorial boards of International Security, Comparative and Post-Communist Studies, and Post-Soviet Affairs. He is project director of the Aspen Strategy Group's ongoing dialogue with a counterpart Russian group on U.S.-Russian strategic relations. Mr. Horelick received an M.A. from Harvard University and a B.A. from Rutgers University. Myron Rush (January 1, 1922 - January 8, 2018) was an American academic. He was a professor of government at Cornell University, and "one of world's foremost Kremlinologists." Rush obtained his bachelor's degree from the University of Chicago and served in the United States Army Air Forces, then returned to Chicago for his doctorate. Subsequently, Rush worked for the Central Intelligence Agency and the RAND Corporation before joining the Cornell University faculty in 1965. Rush retired in 1992. Rush was noted for discovering that Nikita Khrushchev was making a push to be General Secretary of the Communist Party of the Soviet Union, following Joseph Stalin's death in 1953.
