In dieser Form und mit diesem Themenbezug Erste Ausgabe. Unter dem gleichen Titel war 1873 in Zürich von J. Feiss eine Publikation erschienen, die Barth (25661) mit ?SA. (Allg. Beschreibg. u. Statistik d. Schweiz? bibliographiert und mit der vorliegenden Schrift inhaltlich wohl kaum viel gemeinsam hat. Bei dieser handelt es sich um eine Darstellung der schweizerischen Militärorganisation (MO) nach der Verfassung von 1874 unter Berücksichtigung der erfolgten Veränderungen und Neuerungen, einer Verfasssung übrigens von grosser Nachhaltigkeit trotz der Revision von 1907 und weit darüber hinaus: ?Auf den 1874 gelegten Fundamenten stehen wir heute noch.? (H. R. Kurz, 100 Jahre Schweizer Armee, 1979, p. 68). ? // ? ?Der Militärorganisation von 1874 gebührt das Verdienst, aus dem lose zusammengehaltenen Kontingentsheere der Kantone endlich den Uebergang zum Bundesheere geschaffen zu haben. Einer weitern, letzten, hoffentlich nicht mehr fern liegenden Etappe wird es vorbehalten sein, das Heer auch noch bezüglich seiner Verwaltung voll und ganz zum Bundesheere zu gestalten.? (J. Die Etappe wurde mit 33 Jahren dann doch relativ lang: ?Erst nach einem sehr bewegten Abstimmungsfeldzug [.] hat das Schweizervolk am 3. November 1907 das Bundesgesetz vom 12. April 1907 über die Militärorganisation der schweizerischen Eidgenossenschaft angenommen. In der Diskussion [.] ging es kaum mehr um die Frage Zentralismus oder Föderalismus; inzwischen waren mehr politisch-weltanschauliche Probleme in den Vordergrund getreten. Das Abstimmungsergebnis war deshalb nicht nur von militärischer, sondern von allgemein politischer Bedeutung.? (Kurz, op. cit. p. 78). Feiss hatte schon in den frühen 1870er Jahren zu den engagierten Reformern gehört, zu einer Bewegung, ?welche die 1872 misglückte vollständige Militärzentralisation nachträglich durchzusetzen hoffte. Ihre Seele war Oberst Joachim Feiss, Waffenchef der Infanterie, Helveter und eifriger Zentralist.? (B. Junker, Eidgenössische Volksabstimmungen über Militärfragen um 1900, Diss. um 1955, p. 11). Seine Vision einer modernen Organisationsform bedingte in Anbetracht des relativ jungen Bundesstaates mit seinen starken föderalistischen Traditionen nahezu revolutionäre Strukturveränderungen: ?Vereinheitlichung der gesamten Militärverwaltung, Ersatz der kantonalen Militärbehörden durch Bundesbeamte, Rekrutierung ohne Rücksicht auf die Kantonsgrenzen, Ernennung aller Offiziere durch den Bund und Übernahme aller militärischen Gebäude und sämtlichen Kriegsmaterials durch die Eidgenossenschaft? (Junker, loc. cit.). Kein Wunder, nahm diese heerespolitische Auseinandersetzung in der Folge solch kontroverse und nicht zuletzt emotionale Dimensionen an (vgl. dazu Junker, op. cit., sowie Kurz, op. cit., bes. pp. 61 ff.). ?
