After a military career in the British Army, (Royal Marines) the author was appointed an Inspector in the North-West Mounted Police on July 1, 1883, promoted to Superintendent the following year. During the turbulent events of the North-West Rebellion in 1885, the author was in command of the Headquarters Division at Regina. There he was responsible for Louis Riel, the Metis leader, during his imprisonment, trial and execution. As Adjutant, the author compiled the first published 'Regulations and Orders' of the Force in 1889. He later spent many years in command of the divisions at Calgary and Lethbridge. Although an able and efficient officer, the author's tactless and outspoken manner did not always endear him to his Superiors. His frank and often sarcastic reports showed his thorough contempt for inefficiency and ineptitude at every level. He retired in 1910.
