Original printed wrappers with wrapper title [as issued]. Disbound neatly. 254, [1] pp. Light wear, Very Good. Inscribed in an elegant hand, "Robt. L. Stuart Esq. with respects of J.W. Hunter." Hunter, Assistant Auditor at the New York Custom House, was arrested for forging checks. After a ten-day trial, reported here in great detail, the Court and counsel all agreed: "My conviction is entire in the innocence of Mr. Hunter." The New York Times printed, on 24 September 1864, a statement from John J. Cisco, Assistant Treasurer of the United States, apologizing to Hunter and rejoicing in his "thorough and complete vindication. Not a doubt rests on my mind of your entire innocence, and I deeply regret the erroneous theory on which I acted." Not in Sabin, Marke, Harv. Law Cat. As of September 2016 OCLC records nine locations under several accession numbers.

Broadside, 7¼ x 11½ inches. Edge toned. Very good. A very rare early 18th-century printed blank form for sea vessels, likely from the press of William Bradford, New York's first printer. The completed form would certify that the holder had cleared customs for a journey, recording the name of his vessel and its tonnage, arms, crew, origin, and itinerary. The only recorded copies of this imprint have been found as endpapers in volumes of New York laws printed by William Bradford, copies of which are held at the Library Company of Phialdelphia and at the Yale Law School Library. Further, the final printed lines date the document to the reign of Queen Anne (1702-14), during which time Bradford was the only printer in New York. NAIP 154.

First Edition Signed
Cloth. Condition: Very good. Signed by President Rutherford B. Hayes, a Message to the Senate regarding corruption at the New York Custom House. (illustrator). Printed Pamphlet. Octavo, 9pp, [3pp blank]. Printed pamphlet, title on cover, previously folded down center line. Housed in custom-made blue cloth presentation folder, title printed on label affixed to front panel. Protective mylar cover. Signed by President Rutherford B. Hayes on cover page: "Compliments of R.B. Hayes." An important work in President Hayes' attempt at nationwide civil service reform. "The custom-house in New York collects more than two-thirds of all the customs revenues of the Government. The officers suspended by me are, and for several years have been, engaged in the active personal management of the party politics. They have made the custom-house a center of partisan political management." Beginning with an executive order on June 22, 1877, President Hayes prohibited civil servants from managing political parties or campaigns, angering fellow members of the Republican Party. This executive order was ignored by the influential New York Senator, Roscoe Conkling, who did nothing to reform the New York Custom House. Hayes attempted to replace the current collectors of the New York Custom House, including future President Chester A. Arthur, but he was blocked by the Senate. Hayes followed up with recess appointments in 1878 and with Democratic support, was able to replace the leadership with ardent reformers. After Hayes left office, the Pendleton Civil Service Reform Act of 1883 provided that federal government jobs be awarded based on merit, effectively eliminating political patronage. It was signed into law by President Chester A. Arthur.
