Vázquez Montalbán nos relata fragmentos de la vida de Jesús de Galíndez, afiliado al PNV, político activo durante la Guerra Civil y posteriormente una de las figuras más activas del Gobierno Vasco en el exilio. Su exilio pasó primero por París de donde marchó a la República Dominicana. Allí vivió varios años hasta que finalmente se instaló en EEUU donde ocupó plaza como profesor en la Universidad de Columbia. Su actividad desde entonces se centró en evitar que el gobierno franquista ingresara en la ONU, fortalecer las relaciones del Gobierno Vasco con los EEUU y realizar una tesis sobre la dictadura de Trujillo, tesis que le costó la muerte.
