Prior to entering the doctoral program at Cornell, he was an award winning public secondary school history and social studies teacher in rural, suburban, and urban settings in Connecticut and New York State. He is currently Assistant Professor of Education and Urban Studies at Vassar College, where he teaches educational policy, the foundations of education, and urban education reform. He has been a researcher for the Consortium for Policy Research in Education (CPRE) and served as Chief Administrator of the Urban Young Scholars Program, a math and science enrichment program funded by the National Science Foundation.
His research interests are in the politics and economics of education, teacher education, and secondary school reform. Most recently, his work has focused on issues of teacher recruitment, induction, and retention in urban schools. He is the recipient of the 1997 outstanding dissertation awards of the American Education Finance Association (AEFA), the Politics of Education Association (PEA), and Division A of the American Educational Research Association (AERA). His most recent publications include articles in the Economics of Education Review, The Journal of Education Finance, Education and Urban Society, The International Journal of Educational Research, and Communication Education. He currently serves on the Board of Directors of the American Education Finance Association.
Jennifer King Rice is an Associate Professor in the Department of Education Policy and Leadership at the University of Maryland. She is currently a National Academy of Education/Spencer Foundation postdoctoral fellow.
She earned her M.S. and Ph.D. degrees from Cornell University. Prior to joining the faculty at Maryland, Dr. Rice was a researcher at Mathematica Policy Research in Washington D.C. Her research draws on the discipline of economics to explore education policy questions concerning the efficiency and equity of U.S. public schools and school systems. Particular areas of interest include education productivity, cost analysis applications to education, and educational reforms for at-risk students. Her current work focuses on teachers as a critical resource in the education process, with specific attention to issues of productivity, equity, and adequacy. She has written a number of book chapters and journal articles; her most recent publications include articles in Educational Evaluation and Policy Analysis, Economics of Education Review, Education Administration Quarterly, and the Journal of Education Finance.
Dr. Rice has consulted with a number of policy research organizations including The Urban Institute, The Economic Policy Institute, and The Finance Project. Her publications and presentations have precipitated invitations to share her expertise with various organizations including the U.S. Department of Education Office of Education Research and Improvement, the Maryland State Department of Education, the New York State Board of Regents, the Maryland State Attorney General’s Office, the National Center for Education Statistics, and the Society of Government Economists.
She recently completed a term of service on the board of directors of the American Education Finance Association, and is a member of the NCES Technical Planning Panel for School Finance.
