Dr. Whittaker is currently a founder and officer in several high-technology companies and a consultant to the General Accounting Office and the Office of Personnel Management. He has been the primary lecturer on strategic planning in the Office of Personnel Management Senior Executive Service development program for more than 10 years and the primary GPRA lecturer since the law was passed.
