The constitution, or statuto, granted by Charles Albert in 1848, which made Sardinia a constitutional monarchy, is today the fundamental law Of the Kingdom of Italy. It vests the legislative power in the King, in the Senate appointed by the King from certain designated classes of persons,4 and the Chamber of Deputies elected by the people. It vests the executive power in the King, who reigns by the grace of God and the national will. The King exercises his executive functions through responsible ministers. The parliamentary system prevails in practice, ministers or the Government being dependent upon the vote of the Chamber of Deputies. The provinces have each a provincial council and commission; the communes, a communal council, a munici pal council, and a syndic, or mayor. Such are the general features of the Government as far as we are concerned with them.
