They filed a report last year which, while more candid, was labelled Secret, even though much of the information certainly could have been made public.
And I mention this because just this week I received a briefing from the State Department about the Russian military operations in the Newly Independent States, which I think is remarkable for its incompleteness and, I would suggest, even its fawning char acter.
It is not written as a public declaration of policy, but it is ih tended really as a statement to guide about a dozen of us or less who are going over to the Wehrkunde Conference this weekend in Munich. So I think it is not entirely inappropriate for me to quote itto ou.
