I know nothing of the present position of the affairs of the bank; and am quite unable to speak as to the opinion of the court of directors. Do you think it would be practicable for the bank to resume cash payments at the expiration of twelve months from the present period, with a prospect of being able to continue them?--I should say, Certainly not. Have the goodness to state, what in your opinion are the impediments in the way of the resumption at the expiration of that period; and in what manner an attempt to effect the resumption, would operate upon the commerce and internal concerns of the country?--The resumption of cash payments can only be effected by drawing bullion into the country, by a reduction of the issues of the bank. I cannot think that the bank could pay ia specie, ...
