Do you think it would be practicable for the bank to resume cash payments at the expiration of twelve months from the present period, with a prospect of being able to continue them?--I should say, Certainly not. Have the goodness to state, what in your opinion are the impediments in the way of the resumption at the expiration of that period; and in what manner an attempt to effect the resumption, would operate upon the commerce and internal concerns of the country?--The resumption of cash payments can only be effected by drawing bullion into the country, by a reduction of the issues of the bank.
