About the Author:
Robert M. Penna, lead author of Outcome Frameworks, is Senior Consultant with The Rensselaerville Institute. He is a graduate of Fordham University and holds a Ph.D. in Political Science from Boston University with a specialization in urban and municipal affairs. In addition to his significant contributions to this publication, he has consulted for The Institute with The Annie E. Casey Foundation, The National Geographic Foundation, The Ford Foundation, and The United Nations. Prior to joining The Institute, Dr. Penna served for fourteen years on the staff of The New York State Legislature in a variety of policy and research positions. William J. Phillips is Vice President of The Rensselaerville Institute and Director of its Center for Outcomes. During the past 15 years, Mr. Phillips has played a key role in The Institute's development as a recognized leader in the creation of community and organizational results for government, non profit groups, and philanthropy. He co-authored Outcome Funding - A New Approach to Targeted Grantmaking, and has authored a range of articles and case studies on outcome topics. Prior to joining The Institute, Mr. Phillips served in senior management positions in state government. He holds a Bachelors Degree in Sociology and a Masters Degree in Social Welfare from The State University at Albany, in New York.
