While at the outset no connected series was projected, each book grew naturally out of its predecessor: the four stand, in fact, together, forming a consideration of the polity of the Eng lish-speaking race. The student whom this book may have attracted will possibly be interested to turn to its fellows. The anglo-saxon Freedom sketches the long evolution from the primitive.
