This book is a simple and practical guide. It focuses on major problems that commonly arise in deliberative assemblies and deliberative groups. The purpose of parliamentary procedure is precisely regulating the free discussion that allows participants to the agreement or approval of proper motions. In other words, is a method that makes freedom possible orderly deliberation. The author explains in clear and simple vocabulary related to parliamentary procedure, ways to organize meetings and regulating the debate as to conduct the elections and voting, the various kinds of motions, the nature of constitutions and regulations, the approval of minutes and finally the duties de directors of a society. In this new edition revised and updated by the parliamentary Miguel Santiago Melendez, has expanded information on membership, meetings and committees on the proper preparation of minutes. Also, we have numbered each of the sections for easy reference. The work, originally intended for use by the cooperative members, remains extremely beneficial for the sector at a time that is beneficial to the social, religious, professional and union organizations.

Reece Bothwell fue historiador y catedratico de la Universidad de Puerto Rico, donde dicto cursos de Ciencias Politicas, Derecho Constitucional y Oratoria y Debate. Como obra fundamental de referencia Bothwell utilizo la conocida obra de Henry M. Robert, Roberts Rules of Order Revised (edicion conmemorativa del 75 aniversario) y otras obras sobre el procedimiento parlamentario y su enseñanza. Tambien examino lo manuales oficiales del Senador y la camara de Representantes de Estados Unidos (en los cuales se incluye el famoso Manual de Jefferson ) y las reglas adoptadas por la Asamblea Constituyente del Estado Libre Asociado de Puerto Rico.

Reece Bothwell was a historian and professor at the University of Puerto Rico, where he teaches courses in Political Science and Constitutional Law Speech and Debate. As a basic reference work Bothwell use the well-known work of Henry M. Robert, Roberts Rules of Order Revised (75th anniversary commemorative edition) and other works on parliamentary procedure and its teaching. Also examines what official manuals Senators and the House of Representatives United States (which includes the famous "Jefferson Manual") and the rules adopted by the Constituent Assembly of the Commonwealth of Puerto Rico.
