In the mid-1960s Louisiana was the site of the most extensive family planning program in the United States. By the mid-1970s this lavishly funded and extremely successful program had ended in scandal and jail sentences for top administrators. This book tells the story of how politics and fiscal pressure combined with the lax supervision of vague federal regulations caused the demise of a health care program of such high quality that the medical services it offered still stand as a model.
