Those permitted to be awarded included Turkish units, Cossack units, Crimean Tatar units, Auxiliary Police (Schutzmannschaft) Battalions, unarmed auxiliaries (Hilfswilligen, or Hiwis) in German units, and domestic security units in the operations zone.
