Stokes's manual is a well-illustrated guide to framing materials and techniques, including frame construction, restoration, and conservation framing. It is not as extensive in coverage as Robert Cunning's The Encyclopedia of Picture Framing by (LJ 6/1/93), but it is a good source for the beginning framer.
