What can be done to end the poverty of two-parent or single-parent families, especially those in the ghetto? Ellwood (Harvard) rejects conservative solutions such as cutting off welfare and forcing the poor to sink or swim (Charles Murray, Losing Ground , LJ 10/1/84); or enforcing a work obligation (Lawrence Mead, Beyond Entitlement , LJ 12/1/85). Nor does he find merit in the liberal view that all would be fine if the welfare system were more generous (Fred Block et al., The Mean Season , LJ 8/87).
