Although democracy in the United States was founded upon ethical principles that Americans continue to hold sacrosanct, these values are seldom explicitly heeded in the policy-making processes that affect the destiny of the country and its citizens. With the professionalization of public administration during the past one-hundred years, managerial efficiency and scientific methods have been promoted at the expense of both ethics and politics. About the Author:

JAMES S. BOWMAN is Professor of Public Administration at Florida State University. Bowman is the contributing editor of Essentials of Management: Ethical Values, Attitudes, and Actions and Professional Dissent. He is a member of the editorial board of Public Administration Quarterly, the Review of Public Personnel Administration, and Public Productivity Review. Bowman has been a National Association of Schools of Public Affairs and Administration Faculty Fellow as well as Kellogg Foundation Fellow.

FREDERICK A. ELLISTON was, at the time of his death in 1987, a visiting professor of philosophy at the University of Hawaii. The author of numerous books and articles, his most recent works were Moral Issues in Public Work, Whistleblowing, Conflicting Loyalities in the Workplace, and Ethics and the Legal Profession.
