That at least is the message of Serfaty's latest book, which offers a dull but competent overview of the genesis and development of the European Community. The author's particular expertise lies in formulating a coherent U.S. position on Europe. Although he says that Europeans must take responsibility for their security, he also argues that the United States must continue to make Europe a strategic priority. "The saga of European unification," writes Serfaty, "still has many tales to be told, questions to be answered, and plots to be revealed." Hardly a bold conclusion. This book will be of interest primarily to specialists in European studies.
