The importance of the Big Cypress Swamp watershed transcends its simple hydrologic values. The creation of the Big Cypress National Preserve in this watershed marked a turning point in natural systems management. Alarmed at the rapid destruction of the south Florida wetlands and catalyzed by the massive drainage accompanying the Golden Gate development in the west and the Dade Jetport in the east, the State of Florida adopted the Big Cypress Conservation Act of 1973. For the first time in south Florida, a large area was protected for its strategically-located ecosystems rather than simply as an isolated visually-attractive landscape.
The following year, part of the area came under Federal jurisdiction when Congress adopted Public Law 93-440 establishing the Big Cypress National Preserve which states that the purpose of the Preserve is assure the preservation, conservation, and protection of the natural, scenic, hydrologic, flora and faunal, and recreational values of the Big Cypress Implicit in this enabling legislation is an acknowledgment of the water resources in every aspect of the Preserve's function. Water from this area drains slowly southwestward to the Gulf of Mexico through the estuarine environment of Everglades National Park Although Everglades National Park is not specifically mentioned in the legislation, it is widely acknowledged that it was a concern for the Park that led to the establishment of the Preserve. This original section of the Preserve encompassed approximately acres (see Figure 2)
