In The Tipping Point, Malcolm Gladwell offers a fascinating, if breezy, theory of social change. Concerned to explain how certain social trends seem to take hold suddenly and seemingly inexplicably in the culture, that is, how they tip, Gladwell makes a strong claim that context shapes character much more than we generally are willing to acknowledge. He offers the example of crime in New York City. The crime rate in New York City plummeted in the 19905, the apparent result of attention to the power of context. The police began to crack down on crimes always considered to be too minor to attend to previously: fare beating in the subways, public urination, and the like. The result was an environment that was not conducive to crime. People who would have committed crimes in a city that consistently allowed very minor crime did not commit crimes in a city that did not allow it. While Gladwell is open to charges of oversimplifying complex phenomena, he makes a claim that rings oddly true. Gladwell thinks character is not as stable or fixed as we often think. Rather, it is, he says, like a bundle of habits and tendencies and interests loosely bound together and dependent, at certain times, on circum stances and context. The reason that most of us seem to have a consistent character, he says, is that most of us are really good at controlling our environ ment.8 And some people, of course, have more control over their environ ments than do others.
